If someone holds XSP or XIN outside of RRSP (lack of RRSP room), can the person recover the withhold tax?

Thanks in advance.

In the brief time that I worked as a fund accountant, I remember booking foreign dividend payments on a post-withholding tax basis. I'm not sure if the tax was recoverable. Certainly the funds with US securities were valued daily under the assumption that the15% withholding tax lost was to the US tax authorities.

FT: For dividend received from US stocks, no withholding tax is applied when the stock is held in a RRSP.

Is that a general rule with receiving foreign dividends within an RRSP? That is, the withholding tax cannot be recovered?
